- You must be a resident of the State of Michigan to enroll in these plans.
- Any individual under the age of 65 are eligible and qualify for these plans if you
are a resident of the State of Michigan.
The provider for ALL PLANS is BLUE CROSS BLUE SHIELD of Michigan. These plans provide national coverage and include: Medical, Prescription Drug, Dental and Vision.

Guaranteed issue: Qualifying individuals must be guaranteed enrollment regardless of their medical status and must be permitted to remain enrolled so long as they pay the premium.

No preexisting condition restrictions: No preexisting condition restriction may be imposed on a qualifying individual.

Nondiscriminatory premium: The premium charged for a qualifying individual will not be greater than the premium for a similarly situated person who is not receiving the credit.

Benefits are the same (or substantially the same) under coverage provided to similarly situated individuals who are not qualifying individuals.
Our specialty is assisting workers who have experienced job loss and retirees whose private pension plans were taken over by the PBGC may be eligible for the Health Coverage Tax Credit (HCTC). The tax credit’s purpose is to make the purchase of health insurance more affordable for eligible individuals and their dependents.
HCTC INFORMATION
The Health Coverage Tax Credit (HCTC) Program provides a tax credit through the IRS for participants qualified and enrolled in both the HCTC Program and a “qualified” insurance program. This 72.5% Subsidy program is administered through the IRS and is available to 2 groups of people and their dependents meeting the eligibility requirement for a limited period of time. We are currently lobbying to extend the HCTC Program. Please contact your Congressmen and Senators to assist us in reauthorizing this benefit.

ELIGIBILITY
You may be eligible to elect the Health Coverage Tax Credit (HCTC) if you are one of the following:
- An eligible Trade Adjustment Assistance recipient, Alternative TAA recipient or Reemployment TAA recipient.
- An eligible Pension Benefit Guaranty Corporation payee, or
- The family member of an eligible TAA, ATAA or RTAA recipient or PBGC payee who meets the qualifications.

2023 State Qualified Plans
These are Blue Cross Blue Shield of Michigan (BCBSM) bundled plans that include Medical, Prescription Drug, Dental, and Vision to maximize the benefits for Michigan Residents, Retirees and Qualified Dependent's. There is a subsidy of 72.5% for the individuals eligible for the Health Coverage Tax Credit until January 2021.
